Automatic Image Rehosting

I've written some code that automatically rehosts external images locally. This is a background task, so it can take up to ten minutes to find your post and re-host it.

This fixes problems with sites that have intermittent connectivity, but is especially useful for sites that go off-line after a few years.

This also fixes images that don't hot-link well, like:
https://www.metabunk.org/threads/the-uniqueness-of-the-wtc7-collapse.1972/page-11

Since it's home-grown code there's a greater possibility of error. So please let me know if you find any images at all to do not display correctly.

It also makes pages with (previously) external images a lot faster to load, as they are more directly served via the CDN (Cloudflare)
