The apparent date is 26 July, and the location is only given as Park City, Utah. No time is given. I wonder what this small plane is seen at the start of the clip and if that's the best way of identifying the other lights in the video. Also, from playing around in Sitrec it looks like the flare region was high in the sky just off North - which seems to line up with the person filming looking almost straight up.

From ADSB exchange there was a small single engine plane N589C that flew twice over Park City. (partial KML attached - I think the whole KML is available from Flight Radar). https://www.flightradar24.com/data/aircraft/n589c

I'm no expert so curious to know what others think.

Starlink flare regions are never particularly high in the sky. At most ~20° above the horizon.

Bledsoe: We had a wonderful time in Park City Utah with the Sensus class under the stars 7/26
He says 7/26 but also that it was the "Sensus Class", which was July 12-15.

Sensus – July 12 – 15, 2026

A 4-day training in extraordinary abilities with Dalia Burgoin, Lidu & Alex Stefan, plus 4 nights beneath certified dark skies with Chris Bledsoe. July 12–15, 2026 at the Black Rock Mountain Resort in Heber Valley, Utah.
So it might be that 7/26 is July 2026, not July 26th.

And that resort is 7km as the crow flies from Park City

Are there really no consumer protection laws in the US that would forbid such claims? They're taking three grand off people in order to bullshit them.

And to rehash what I've brought up before elsewhere, what state are they registered in, because that "University" stands out as being illegal in many states (as examplified by Trump losing his "University" in NY, but I think the Prager rename was preemptory, not from legal fiat). They proudly claim they're acredited (emphasis not mine):

At Ubiquity University, we are taking a stand on accreditation.

Ubiquity University is a registered university authorized to award degrees.
...
we have created the Global Accreditation Council [which] seeks to model the future of accreditation

play by the old rules and offer an education that is limited by the inflexibility of an outdated accreditation system, or really go for what students, employers and the world is telling us is actually needed to help humanity transition through these challenging times and grasp the opportunities at hand. We choose the latter.
...
there is no guarantee that your Ubiquity credential will get through the bureaucracy. It is important to note that GAC is not officially recognized by the EU or US accrediting bodies. GAC provides its own accreditation standards focused on impact and quality.

So, "we're approved", but "we approved ourself".

this was the first week of July at 11:30 at night

Bledsoe's have lied been mistaken about dates and times before and even here he does not commit to a day, but the 1st week of July does not match with the times of the Sensus event (12-15)

Given the initial statement about the video being from the Sensus event is not in answer to a question about the date and time 12-15 maybe is the the accurate time frame... Who knows though..

I think it is the ISS but someone would have to match it with the plane at possibly any point from the 1st of July, not many small planes fly over there at night (I watched a couple of nights) so it's possible, but it's a ton of watching ADSB Exchange at 85x speed or matching ISS flyovers and then matching with planes.

No sudden moves, no weird apparent flight pattern, satellite or ISS seems most likely.
Most of these videos (and there's a TON of them on social media) show people screaming in awe at simple satellites and pointing their damn lasers at them.
I suspect they don't even know how dangerous it is if they manage to point it to aircraft instead of alien orbs.
But sure, I trust they'll be able to distinguish them, right? :)

By sneering at an "outdated accreditation system" and referring to "the bureaucracy", this self-accreditation is a point of pride on their part, and an appeal to the people who already distrust any "official" analysis. In simpler terms, their customers are fact-proof, and will shell out the money for this experience no matter what their more sensible friends try to tell them.

Just from a brief look at ADSB (at 988x speed!) filtered for L1P|L1T (single engine, small twin engine) there are very few planes that travel North directly over the Black Rock Mountain resort (red boxed area).

It also seems possible the video is flipped horizontally.
(or even vertically).
I say that because this chevron shape of 5 stars with a brighter one (E Hya - 58) seem to match [0:21 in the video] but upside down to how they appear in Stellarium. They're at around +20 degrees on 26 July at 20:32 looking SW.

Here i've flipped the screen grab from Stellarium. (or maybe it's not a match at all?).

As Mick noted, the CSS passed over the Salt Lake City area on each of the nights in question, and the path of the object in the video matches perfectly with the CSS pass between 22:12 and 22:19 local time on the first night of the "class". At 22:16:30 on July 12, the CSS passed between the head of Draco (on the left side of the video frame) and the star Iota Herculis, heading from west to east, and the point in the video where the satellite and the plane pass closest to each other is at about 22:16:35. Alas, I don't have the necessary aviation app to check for a corresponding flight.
