Help required with fake "UN council discusses Chemtrails" video.

Hi. I have a "friend" who recently sent me a video of "The UN Council" discussing chemtrails in 2006. It is watermarked with "AgricultureDefenceCoalition.org". I suspect this may be well known to regular debunkers out there. I've already told my friend that this is obviously not the UN for several reasons. (Not least of all that it doesn't even look like the UN). But it would be nice if someone could tell me what exactly it is from, and whether it is a conference organised by Dane W or some other well known "activist". This particular copy was found on Rumble, I can provide the URL if required but didn't want to post it outright here without advice.
