The Leader of the Senate (Palpatine) creates a narrative that an enemy (The Trade Federation and Separatists) are banding together so he creates a Clone Army (See Episode 2 Attack of the Clones) to fight them which leads to the creation of The Empire.

Also in pop culture, there's the famous Watchmen comic series from 1986-87 by Alan Moore where the villain Veidt plans to stage an alien invasion to stop a looming nuclear exchange between the United States and Soviet Union -- at the cost of half the population of New York.

Riffed on in The Incredibles (2004) where the villain Syndrome unleashes his monstrous droid on the city of "Metroville" so he can show up, save the day (with his secret remote control) and finally be recognized as a hero.
