Odd smoke plume over Ireland

There have been plenty of videos of satellites re-entering (which was my first impression of this video) but the first 3 seconds (flash and audible bang) seem to suggest otherwise. A firework on a very windy evening?

The video is from Buncranna, Ireland on 3 October at 9.45pm. The wind was indeed from 175 degrees, so blowing towards the north at that time.

Random fireworks going off are not unusual in the lead up to Halloween in Ireland.
Indeed. In Ireland fireworks are more of a Halloween thing compared to the mainland UK where they are more of a November 5th Bonfire night phenomenon.

yes without getting into the details-the rules around fireworks are different here than other places. the proximity of this location to northern Ireland and the different rules there makes the their used in Buncrana completely explainable.

Fireworks are dangerous. You need a licence to import them to Ireland and the way they are stored and sold is regulated by laws on explosives.

Halloween was basically invented here as a pagan harvest festival and gain popularity following emigration to US
Halloween's roots can be found in Samhain (pronounced "Sow-in"), an ancient Celtic festival that marked the end of the harvest season and the onset of winter

with the poster associated with photography and the claiming this was a "Sky Cam" can someone explain why there seems to so much artifacting or am I just getting that wrong?

I am not sure what you mean?
your right I should clarify. If the poster is a photographer, he appears to photograph the northern lights for example and this a sky cam as he describes in the post not just security cam footage. I would expect the see fair less digital artifacting in the "wake" or trail of the apparent object. Im for sure not an expert on this and am looking for feedback, maybe my assumptions are wrong?

Also for the other experts what further data would be needed to narrow a celestial object down. A very quick look puts the meteorite "2-13" at 21.02 on the 3rd looks like a possible candidate- its amazing how many objects are in this section of sky in a reasonable assumed time frame though.
