After 9-11, a variety of programs were initiated to encourage Americans to serve. President George H.W. Bush initiated the U.S.A. Freedom Corps within months of the attacks. H.R. 163 failed in the United States House of Representatives by a vote of 2–402 on October 5, 2004. On February 14, 2006, Congressman Charles Rangel (New York) introduced the Universal National Service Act of 2006 (H.R. 4752). The bill never made it out of committee. On January 10, 2007, Congressman Charles Rangel (New York) introduced the Universal National Service Act of 2007 (H.R. 393). The bill never made it out of committee.
