The fundamental flaw with his theory is the same as the flaw in the idea that the US faked the Moon landings. Unless every nation with the capability to debunk the plan is in on that plan they will be able to easily debunk it.

I think often the call for further scientific study of UAP means something like more data being collected and analyzed to see if there are any anomalies. I think this can be a good thing if done well and privately funded rather than government...
