Maybe, I haven't got a copy of CEotTK, but found this reaction video on You Tube, there's a news bulletin on TV in the Neary's house at about 30:42 into this video (not the actual film). The film being watched was edited by the reviewers...

I would assume AARO would not have OCA authority because they are not a collector of original information, but rather a consumer of information from other sources. Which brings the original classification of that information into the process...

As long as its apparent size is not visibly increasing or decreasing you just can't tell if it is moving or not.
