One possibility would be a relatively wide ribbon.
Which would also account for how it is more visible at some times than others, if the balloon is rotating ans so the ribbon is sometimes seen more edge-on.

Hard to be 100% sure without more location/speed data, but I think it can be explained by the filming drone movement and a bird "maneuvering".
At first the bird movement has a component in the same direction as the forward movement of the drone...
