Looks like a balloon to me as well. FYI, Mexican homemade fire balloons come in an amazing array of shapes, here is one that might resemble this OVNI:

That's ~10 days earlier than attributed date of July 27th, but I am skeptical of the date unless we can find the original video source. The reported July 27th date could just be the date of upload similar to how the post in OP gives the uploaded date as September 15.
