(Title of my thread is a direct copy/paste of the article's title. I am not editorializing.) This is a fair way to summarize his beliefs. I thought it was going to be a clickbait title. From the article:

I actually remember Elizondo making the claim several years ago but in regards to very high level members of the US armed forces.

The concept goes back to 2010 according to Wikipedia. Maybe that's where Elizondo got it from as well.

I also just saw in the comments that the person interviewing him has previously been "duped" to do covert work for Russia. He should get a bonus for this one - that's a very creative way for the US to embarrass ourselves.

I rate my source citing as 0/10. Worst. Citing. Ever. I think I was still stupefied from seeing that interview.
