Brock Chisholm(first Director-General of the World Health Organization) Quote

I agree with dannyno. To date, the best source we have for this quote is Malik's 11 July 1975 newspaper article -- which attributes it to Jean Carter.

I, too, tried but failed to find an online copy of the 22 Aug 1975 issue of the Don Bell Reports. However dozens of other issues are available at http://web.archive.org/web/20150308171442/http://www.kingsbenchletter.com/donbell -- enough to tell me that the Don Bell Reports was not a scholarly endeavour. Accordingly, I think it a rather unlikely place to find a well-attributed direct quotation.

In 1976, Don Bell described his newsletter as "... a work of dedication, a 'calling' ... and so long as [Ginny and I] remain in reasonably good health, we shall continue to publish this newsletter, God willing. He has blessed this work through the years, kept us as truthful and factual as mere mortal may be as a reporter of human events." (Don Bell Reports 23:52, 23 Dec 1976, available http://web.archive.org/web/20140408212936/http://www.kingsbenchletter.com/donbell/db23_52.html).

The alleged quote from Chisholm is still in circulation.
  1. A friend of mine posted it to me today, in a graphic meme format (which immediately made me doubt its authenticity, leading me quickly to this page)
  2. In 2021, this quote was deployed in an article in a prominent Russian military journal (Military Thought / Военная мысль), which outlined an ongoing "mental war" being waged against Russia. "The task of the globalists led by the United States is to eliminate Russia as an obstacle to the establishment of a new world order [emphasis in the original]. It should be clearly understood that as a result of the mental war, the Russian people can cease their historical existence." http://web.archive.org/web/20241210204659/https://vm.ric.mil.ru/Stati/item/336904/

Reading that, it's evident that the quote which starts the column isn't explicitly attributed to Chisholm in the way the "... we have swallowed" bit is.

I traced the "To achieve world government..." bit back to a speech by one Jean Carter of CARE (Citizen's Advocating Responsible Education) in 1975. Since CARE is a Christian Right group, it's clear that Carter is attacking and not advocating. It appears from subsequent correspondence that some readers took the comment as that of a progressive educationalist.

For what it's worth: the "Quick Conservative" blogger (Jessica Walters) agrees with your attribution of this quote to the 1975 speech by Jean Carter. Their FB post of 4 April 2024 (https://www.facebook.com/profile/100086437024997/search/?q=Chisholm) is strongly supportive of Carter's views. According to the Quick Conservative's analysis:

The [misattribution] occurred because a 1975 newspaper article - which led with Carter's quote, followed by a statement from Chisholm - was mistakenly cited by several books (crediting the quote to Chisholm). The mistake was likely never detected because, barring the reference to "individualism," Chisholm argued the same points in a lecture titled "The Reestablishment of Peacetime Society" (published by Psychiatry: Journal of the Biology and the Pathology of Interpersonal Relations" in February 1946).
