As for the second, I agree with you that it's tautological, but not that it's nonsense, because it gets at the deductive bias in conspiracy thinking--because this, then that. The NWO uses HAARP to turn weather into an instrument of terror and control, therefore the tornadoes in Oklahoma were caused by HAARP in order to, I don't know, distract from the AP scandal (http://friendshipagenda.com/videos/view/_19276).
