Well, if every single chemtrail believer starts calling 111/112/911/999 whenever they see a contrail, then that will certainly nip the problem in the bud.

Its rather unfortunate though, that a few people do, and waste the time of emergency operators. That's one example with which to answer the question: "what's the harm?"
