I'd say the cross section (and so the reflectivity/brightness) oscillate twice per wing flap, but I could depend on the viewing angle/bird species

This release is a clip of audio communications with astronaut Scott Carpenter during the Mercury-Atlas 7 mission where luminous particles were seen during sunrise. Shortly later in the mission they were determined by Carpenter to be ice crystals... -

It would be worth checking if the angle of a possible reflection could be caused by something in the car further away than the dashboard as well. I once had my phone sitting upright in a cup holder in the center console and I got a text message... -

I think it's the original footage, just reencoded, so not filmed off a monitor. The various contrast issues are problems with the original IR camera.
