I could see this being the case. One could be where the report was submitted to or where the unit that reported was based out of, and the other could be where the event actually took place. Would have to look into each to see if there's further...
Maybe the Southern United States refers to where UAVs (e.g. MQ-1 Predator) are being operated from? As opposed to where they took off from.
The pilot/ image interpretation staff in the US might be the the most likely people to notice anything...

Some officials have been duped by governments or related/associated entities releasing ARMA2 etc footage, I don't think there's been a case of the US releasing a CGI video as one taken by it's own equipment from it's archives, unless I missed...
