I'd be curious if anyone could identify what this footage from 2010 is footage of, given that the footage is from a news camera:

My best guess is that it's three tethered balloons moving in the wind, slowly becoming untethered as they're blown about; but they don't stay in the same position relative to each other in the way I would expect tied balloons to do, unless they are unraveling as they float away.
My honest reaction upon first seeing it was, if that wasn't recorded by a national television broadcasting crew, I'd think the zoomed in part was CGI or something. That might be because the white balloons (if that's what they are) look illuminated in the sunlight at the start of the video.
