This is designed as an installable web-app, so once installed it will run without an internet connection (like on a plane)

This is only one. I was cropping it to get it to the parts I needed my girlfriend Stephanie to see so its me recording my screen, video I recorded in the country one night as I stopped my vehicle when I finally had the nerve after watching this or these guys show up around me every time I drove at night.. following me kinda if you will

Can you upload the original video file as an attachment, instead of the screen recording? There's not much other information to see in the attached video. A time and location would also be extremely helpful and would help us narrow down some possibilities!

It took me a minute, but I think I am correct that the flashing circle(s) are not part of the video, and not the phenomenon you observed, but rather indicate where you touched the screen to control playback?

That's what it looks like, there's a few times where it's shown (~0:21) while manipulating the seek bar.
