It seems quite remarkably derivative. Like a fourth-generation Skinwalker Ranch. Methinks some showrunner was tasked with "get a bit of that action", and they put out a call for people who like to look at lights in the sky and imagine they are NHI orbs.

ARRR is such a cool acronym, though.
They were going for "rogue" as an adjective meaning "outside of accepted norms and controls", but one might find the noun meaning of "an unscrupulous or unreliable person" fitting as well... so believers and skeptics might both find it an apt title.
