Flashy Lights over San Diego, CA

At around 0:26 two of the flashing objects move in opposite directions across one another suggesting they are not balloons carried by the wind:
no. they are moving in same direction, just one is going up like birds caught in an updraft.
 
The impression I get is of large white birds at a distance, wheeling around with wings flapping. It would have been nice if we had seen a longer clip with the rooftops in view, so we could get a better sense of their flight pattern.

We have no sense of scale here, so they could be any size or distance from the camera. As such, they absolutely could be balloons, or scraps of paper, or plastic bags, or bugs, or birds, or virtually anything else, and they could absolutely be carried on the wind. Wind isn't one-dimensional.

Here's my question for you, since I know you like to dissect these: How do we know that these are flashing lights? What tangible evidence in the video suggests that?
 
Is there anything more specific location wise, then "San Diego"?

San Diego is a good-sized city with 325 sq miles, just in the city limits. Plus, it snakes around neighboring cities like Coronado, La Mesa and Chula Vista, all the way to the Mexico border. That's a lot of area for something to be going on in.
