Unless this is proven to be flase (I thought it had debinked that HARRP was used for any kind of weather/climate manipulation) then how are we as citizens to trust that the existing so called global climate change issue has not been propogated either intentionally or by accident by HARRP?

Incorrect.

You likely refer to a part where Dr. Walker is speaking (approx. 3:00)?? He mentions the ionosphere (which is what HAARP was designed to affect).

There is NO WEATHER nor climate produced nor association with the ionosphere. Look here:

Do you see how high the ionosphere is? Weather is typically located only in the troposphere, with occasional excursions into the tropopause and lower stratosphere.

He used a bit of hyperbole there just after the 3:00 mark where Dr. Walker mentions HAARP "controlling" the ionosphere. While that is true to a point, the only control they have achieved is a slight increase in ionization across a small patch of ionosphere directly above the facility. Using modulation and "beam steering" they can excite the ions in a pattern to produce extremely low frequency radio emissions. Also it's well known that increased ionization can be used to "skip" radio or radar signals for over the horizon transmissions. That's about how much control of the ionosphere that any ionospheric heater like the IRI at the HAARP facility is capable of achieving.

Work on the HAARP Station began in 1993. The current working IRI was completed in 2007

HAARP has been around for 21 years, operational for 7, yet every graph concerning climate change seems to indicate climate change has been ongoing for a considerably longer period.

And that would've been a more practicle use if Nuclear fallout occured. Right, wasn't that their thinking; "How can we still communicate with our subs and military if nuclear war ensues"? OT: Can ELF waves be used to bounce off the surface of earth to get an image, perhaps even under water.
