Exactly. However consider this might be a more modern system compared to the FLIR video. I think it just works both ways. You can optically track and use it to get a radar return or do the opposite: radar lock and then slave atflir. In any case the sensors are fused and synchronised.

Absolutely I've corrected the comment above as I forgot to specify laser. I think it could give us a minimum range of at least 15 km (20-5km for SAPPHIRE II) if this was a balloon or similar. Below that I would assume the laser would have worked.
