I think the scene is too bright for that to work?
The fence is really dark. And the clouds don't look doubly exposed, either.
And the MoD note says there were 6 different photos.
their movement, speed, slow change of formation, etc, is 100% consistent with videos of flocks of birds, where the camera eventually zooms in and we can clearly tell for sure that its just birds. I call this: Tetra Class BS.
