It is my impression that they have some fill light coming at a low angle, casting a shadow from his shirt collar on the lower part of his neck. My hunch would be that the fill light is to fill in this section of distracting wrinkles:

I'd say the cross section (and so the reflectivity/brightness) oscillate twice per wing flap, but I could depend on the viewing angle/bird species
