Could it be further away and using an possibly limited undocumented narrower FOV, we ran in to this with the ATFLIR having listed optical FOVs and then also digital crop modes that presented smaller FOVs
Looks like it was the Zhongtian 8 Heavy Maintenance and Construction platform that was there for more than a fortnight. Edit: so the video must be from before 9 Dec '23...
If the platform was an MQ-9A Reaper, cruising speed is 313kph, max is 482kph. For the MQ-9B, cruising speed is 310kph, maximum speed is 390kph.

The distance.
I matched the perspective pretty well at that FOV, if I move to half the distance, I can't match all the turbines...
I will try to get it working.
Something is wrong in my simulation, the drone has to travel at 690 km/t - 192 m/s :(
I just don't get it how I can match the video as well as this, if the distance is half or less?

It's possible the vessel did not complete the repairs before leaving. Instead, it might have been involved in the initial inspection and removal of debris before the blades could be replaced at a later date.
I wondered if it might be dirt on the sensor. I get it in some photos on my phone but not others, depending on zoom level and focus. But it's somewhat repeatable, so if you don't see it in any other pics, it probably isn't.

Looking forward to @ThomasH 's blender visualisation because I don't understand which the first turbine we see is. From the plan it look like F64. Is this (roughly) the right field of view for the first 9 turbines we see?
It appears the line of sight is from the cemetery to the southeast across Kunming city. Is this correct? To me, the reflected light source could be in the hills on the other side.
If this is the original camcorder, then a quick search suggested...
Good catch. They documented the changes to the original layout in the environmental impact document, p.25.

It looks like the repair vessel was there continuously from 9 Dec '23 until at least 3 Jan '24, and we don't see it in the video. So looks like the video was taken before it arrived.
