I can understand that if the warehouses are empty it's suspicious - it must be because they had just moved the alien craft elsewhere... and therefore if the warehouses have mundane-looking contents it must be because they had to fill the empty... -

What would you have them do? They have no subpoena power. Should they get the FBI or the ATF to mount a SWAT like raid on Lockheed and Raytheon where they bust down the door and confiscate all the servers and find the UFOs? This all assumes...

I don't remember how that mess ended, but if they are unable to do their job because of lack of power...
