Damage is not required for a threat to national security, which you can always invoke without implying aliens. While I don't deny this, I think appearing to be doing something while actually doing nothing is a bigger motivator. -

"very real threat posed by UAPs". You've gotta love this cos the threats of something you can't identify are only limited by your imagination. I'd love some details on why AARO's responses are "less than adequate".
