It just looks like there's a big light of some kind just out of sight behind the dome. We don't see the actual device, just the effect of it's it's bright light in a low light situation. Possible location of device behind the dome, or even in the trees in red:

That doesn't mean the source is coming out of thin air or is miraculous, just that it doesn't appear in the frame.
What is the actual history of this claim? I'm just not that interested in it right now to go look into it. We have some supposedly 26 year old video, that appears to show one or several churches with lights flashing on them. Was this a thing before 2000? Was it reported in 2000? Or is it a claim that has grown over later years using these old videos?
OK, I did a little looking and the US network ABC did a short story on it in 2000. The flashing lights seemed to be a more minor part of the event, with Mary and large doves appearing with lights:

Unfortunately, that's about it. It just has the Father claiming people can't see the source of the lights:

Despite thousands of pilgrims over several weeks, there seems to be just a few videos that get shared around on various channels, which is odd if there really was several massive light shows that would just spontaneously start happening.
And is it just me, or does a lot of the flashing video with the time stamp look a lot like a model(s)? Just something odd about many of the shots. They have a model like quality and there is often no reference for the people that are supposedly all over the place:

I can't find any reference to a model existing, so I suppose it's just the way it comes across.
