Fixed Flare region displays doesn't work worldwide

I was trying to match satellite flares in Romania, when I couldn't get the Flare Region to show up. I then realized that the Flare region was appearing, except on the other side of the planet. Then I realized that it happened in other places

The satellites flare up, but the region is just displayed wrong

I already identified this bug in the other thread and supplied @Mick West with a PR fix. (edit: He's not yet applied the fix)
