[Likely Solved - lights on the horizon].Atmospheric refraction only changes the vertical dimension in any meaningful way, unless we are talking fata morgana, which this does not resemble. So I think this (what we see in the video) is the correct angular width.

It seems this facility is very close to the horizon from the observation point, or just below and we're seeing refracted lights. But it looks like we have a likely explanation.
