Those are vents/drains for excess fuel. They are also associated with the Engine Fire Suppression systems.

To the chemtrail community, any type of orifice or pipe on an aircraft is for the purpose of spraying chemtrails. There is absolutely no way they could be used for anything else. It would be inconceivable.
