The general idea is to work out at which altitudes and in what regions the conditions for contrails exist, and then not route aircraft through the worst bits. Cost is for the weather prediction and making the results available to air traffic...

It's absolutely amazing to watch a flock of gulls following a farmer harrowing a field.

It doesn't have to be that, any water disturbance forces fish etc up and gulls will naturally go there, they follow even non fishing boats because the wash brings things to the surface.
