I think you are right -- FWIW, I think there may be more "overhead" strobes visible, indicated here, though I don't detect any red associated with these: Edit to add -- also note that the white ones are all double flashes, with the flashes... -

Looking at the UFO as it flies past and away from the camera, flashing lights can just be seen in the long exposure streaks.... Red strobe as it is close to overhead, white strobe as it flies into the distance...

Just to get it on record in this thread, the wind can vary in direction and speed at different altitudes. People break such laws. Fireworks that go up and go boom are illegal where I live, but on the Fourth of July, Cinco de Mayo or New Years...
