Nah I kind of disagree. IF these are sensitive sites (which I assume they must be, based on active night patrols), they surely don't want public or foreign drones flying around and doing their own thing. So there must be some or other active...
Is that a safe assumption? Statements from these releases and AARO more generally seem to indicate that AARO is the only body trying to id this stuff, and only for recent cases, and only then because that's what congress explicitly created them...
