To me if it was some broken lens artifact or some other artifact it wouldn't change as the zoom changes right?
Also the beach/coast is about 125 miles away. I don't know what the capabilities of these cameras are but that may be too far to make...

It is badly retracted. You can see the turbine (very roughly) as it passes through that area.
