I'm extremely familiar with this area (my wife's home town). Based on the coordinates, he'd be out near Cobbtown. Fairly dark skies there. You do get some light glow on the horizon from Lyons, Vidalia, and Metter. There's a prison about 18 miles... -

Ranger H posted this photo of a bird of prey taken using a drone that he presumably flies from his property. Thats here: 32.258217, -82.199792 Presumably the camera isnt far from there. I dont want to dox someone, but that should be close...

The camera is facing just west of north: matching up the stars shows Polaris just right of centre.

Shutting down everything below 18k is also more straightforward because that's the limit of Class E airspace.

His drone seems to operate more in the area of Oakey Grove Church, so I think he's closer to there. That's even closer to the roadworks that you mention so it's very possible that they are the source of the lights.
