There is an offset between the real-world position and the Google Maps position of features in China - it's a restriction imposed by the government I believe. So you end up with very weird situations at the borders with neighbouring countries...

Rewording your second point: the capabilies that are claimed (near omnipotence, as you say) are laughably underused - so much more could be done, and yet isn't. For no apparent reason. Another 'just so' story.
