The paper invokes UFO lore in an "it is known" assertion and references Robert Hasting's book of UFO sightings at nuclear facilities as a reason to check for correlations between transients and nuclear tests.
Hastings' approach, however, is...
Does the paper give any reasoning as to why they attempted to correlate them with nuclear tests and not for example Liverpool FC scores, or whale sightings off the Canadian coast etc?
Because the Earth rotates, an object in geosynchronous orbit would show up as a streak if it lasted longer than about a second. If these 'transients' lasted longer than that they would need to be stationary in space with respect to the fixed...
While nuclear weapons certainly capture the human imagination and figure prominently in human geopolitics, it is hard to conceive of them as being of much interest to an interstellar civilization. Other than as evidence that we have discovered...

Firstly, remember who wrote that wikipedia page: some rando on the internet. Don't confuse "can be used with more precision" with "is always used with more precision".
Atomic energy is the source of nuclear power...
From memory, lay people, at least in the US, routinely referred to nuclear weapons as A-Bombs or H-Bombs or generally as "the atomic bomb" from the 1940s to as late as the `60s and `70s . "Atomic power plants" was also fairly normal and creation...

If hypothetical visitors are concerned that we might do ourselves harm, I guess that''s sort of nice but...
Look at the Status there, "Camera is within 5° of vertical". Which it obviously is not. Basically, you have three points that don't give a good fit, so it gets stuck.

Out of topic but I liked Hastings' works.
I don't believe his claims but he writes well.
Especially that one book about his so called "abduction experiences". It surely was psychologically interesting to me.
Regarding the whole "nuclear/Atomic"...
