Yes, I think you're right. We clearly aren't any threat whatsoever to any starfaring civilisation, and are very unlikely to be anytime soon.
If hypothetical visitors are concerned that we might do ourselves harm, I guess that''s sort of nice but...
The Nuclear and UAP Report data used in that report is available here: https://zenodo.org/records/7758498
Between 1945 and 1975 there were 874 nuclear tests and 4623 UAP reports.

Does the paper give any reasoning as to why they attempted to correlate them with nuclear tests and not for example Liverpool FC scores, or whale sightings off the Canadian coast etc?

Not if I am reading the OP correctly, and the shot of the cabin monitor, showing a position over the Ionian Sea was at 11.15am, and the "UFO" was half an hour later, at 11.45am.
If this was 11.15am:
then half an hour later the plane would be...
I don't think the shape can be purely down to focus blurring of a point source, because in the same shot a cloud (presumably also at quite a long distance from the camera) is in quite sharp focus.
I can't see how a distant point source could be...
Because the Earth rotates, an object in geosynchronous orbit would show up as a streak if it lasted longer than about a second. If these 'transients' lasted longer than that they would need to be stationary in space with respect to the fixed...
-Ah, not just implied, on reading the paper,
We speculate that some transients could potentially be UAP in Earth orbit that, if descending into the atmosphere, might provide the stimulus for some UAP sightings.
