    A conspiracy would've been a quid-pro-quo, such as Trump promising to lift sanctions in return for Russia's help in the election.
    Instead, what we saw was Trump or his staff pursuing Trump Tower Moscow during the campaign, praising and defending Putin, giving Russia reasons to help Trump win, welcoming Russia's help, and lying about it. But no explicit quid-pro-quo.
