That camera is looking down at the ground, so it's just showing the light of something on the ground, not actually moving.
Luckily it's a recent capture. The live stream is fiddly to work with for timing, just having the last 10 hours or so right now.
What I did was go live with a clock on screen, then hover over the correct spot on the timeline.
So at (14+7) 21:15:31 UTC, April 27, at -10:08:14, it was about to appear,
That's 11:06:17 UTC. At that time the ISS was over Canada

It's hard to see what direction it's looking at, but we know that there's a lot of cloud cover, and when daylight arrives the ground and clouds move at the same speed as this light. We also see some other lights.
So, best guess, this is a city, just visible through clouds.
