If anyone found or finds this 13 minutes, 'secret' video, please do share, I didn't find it.
If it was "revealed" to the public, I'd expect for such video to be published here: https://docs.house.gov/Committee/Calendar/ByEvent.aspx?EventID=117721
I have yet to watch the entire 2h congressional hearing, at no point did I hear someone mention such video.
After exploring a bit about Kuwait occurrences I ran into something that might fit.

Supposedly published in a news paper, in January 21st, 1979, the image bellow, which has inverted colors in the Instagram video above, is apparently an artist interpretation of what was being reported at the time.
