Yeah, it is a kite from SE Asia somewhere, decked with LEDs. There are a lot of different variations on that sort of shape across the region , specific to a country or area within a country, and with variations by kitemaker. I'll try to track that one down at least to coutnry/district, probably not lpossible to identify the exact kite. Looks closely related to khmer kites in Cambodia, but given the poverty level there the LEDs would be a slight surprise, so it may be a similar design from another part of SE.

But clearly a kite of the sort flown in SEA.
