I did a "TinEye" search....apparently this was a shot from the BP oil spill in the Gulf of Mexico:

Was the image flipped? (Or, is this just another photograph of the same activity??, different date?).

This is a better photo, so my guess it's just inclusive of the OP's. Seems to have been snapped when the Sun was higher, and more brightness...can clearly see the oil slicks.

This video is made by ITOPF (International Tanker Owners Pollution Federation), in a series about response to oil spills. This episode contains a lot of info on oil dispersants, it might be helpful, not sure.
