Someone posted this video on reddit, which I think gives us some idea of what they count as "sightings" when they say they saw 40+ drones coming from the ocean.
Be warned the video is pretty bad because it's someone recording the screen and they don't really do a good job at it. If a better video is out there (A news crew was filming it from a closer distance), I haven't been able to see it.

Maybe someone familiar with Ocean County can locate where this was filmed (there's a map and we have the angle) but I don't know if we have the time it was recorded (maybe someone can ask on the reddit post, apparently the person that took the video is the OP's friend).
The thing with blinking lights at the start of the video is just the Sheriff's drone if I'm not mistaken, I assume the big bright light is just the moon, but I am somewhat surprised on how it just disappears when viewed on IR (though that could just be that it's not visible in the video of the screen).
After that I'm really not sure what they are seeing as drones, at about 1:00 minute mark there's the slow-moving white dots, which could be planes (if someone gets the time, this could be verified). At about 3:30 in, they see a small group of UFOs, which to me just look like birds (but the sheriff says they could be Starlink satellites)
What I'm not sure about is how the color grading scale works. Because if the colors are accurate, then most of these white/greyish objects would be at less than -12 (I assume Fahrenheit) which seems a bit cold, but I also assume given how small these objects appear, they don't have a large enough impact to change the grading even if they are hotter than they look.

Yeah, you can only see lights, unfortunately. He doesn't approach them, and I don't know why.
