I personally never got the impression, from anyone really, that the program-as far as the actual government was concerned- was mostly about ET UFOs. REID and BIGELOW, I definitely felt 'ET UFOs' was their main objective in getting the program approved and finding ET UFOS was Elizondos main focus... which may not be fair to say, because that implies he was ignoring Russian/China possible technology advances.
