This is a fairly common quote that shows up on anti GMO pages

There was comment in a Wikipedia discussion that there is no record of him saying that.

It seems that this may be the 'source'.

In 1974, Henry Kissinger suggested using food as a weapon to induce targeted population reduction in a previously classified 200-page report, National Security Study Memorandum 200: Implications of Worldwide Population Growth for U.S. Security and Overseas Interests.

The report advocates the promotion of education and contraception and other population control measures, stating for instance that "No country has reduced its population growth without resorting to abortion".

It also raises the question of whether the U.S. should consider preferential allocation of surplus food supplies to states that are deemed constructive in use of population control measures.

The basic thesis of the memorandum was that population growth in the least developed countries (LDCs) is a concern to U.S. national security, because it would tend to risk civil unrest and political instability in countries that had a high potential for economic development. The policy gives "paramount importance" to population control measures and the promotion of contraception among 13 populous countries. This is to control rapid population growth which the US deems inimical to the socio-political and economic growth of these countries and to the national interests of the United States, since the "U.S. economy will require large and increasing amounts of minerals from abroad", and these countries can produce destabilizing opposition forces against the United States.

Interesting concerns in that last paragraph, probably highly influenced by America's reaction to their own counter-culture.

What is bad is that, at that time that was the common thinking. Today we understand that the education of women leads to a population reduction, without any drastic programs other that making birth control available.

You may be right. Though it's pretty far from the real quote (if that's it). I think people just automatically assume a Meme is right way more than is advisable. If you saw that unrelated to GMO any random person would be quick to accept it as a factual statement and that Kissinger did say it. No research needed! His picture is there!!!! That's proof in CT and Gullible land. Also I've notice that all these facebook stories and "Feel good" or "activist" shares are usually horribly inaccurate and skewed towards their side. In this case GMO foods.

I've seen a lot of vegan stuff that is just plain wrong, but people share it anyway.
