I've been down in the memory hole going through some of my earliest forays into the rabbit holes.
Most of these links are from the Wayback machine, a few are sites that still exist.

Which references the TV show, Unsolved Mysteries on Thursday, May 8, 1997, about an incident on August 7, 1994, where goo fell from the skies, and was attributed to maybe some kind of biological testing:

Sunny: "We had a significant number of military aircraft flying over the home prior to this happening."

Dotty: "Every day almost, there were low flying helicopters that were black in color. We kind of thought it might have come from them."

Maurice: "They let off things in the air all the time here. There's testing done all over the place. There are places you can't go into."

Odd things have, of course, fallen from the sky since the dawn of time. But I wonder if a few news entertainment stories like this acted as a catalyst.
 
It probably has several simultaneous explanations. Frog oviducts/spawn, Pseudohydnum gelatinosum, Nostoc, slugs, and Otter Jelly will no-doubt account for most of it. People like to look for a single explanation when multiple explanations are often the better choice (but more complicated). Morgellons is a good example.

I investigated one of these incidents

1997: Students and faculty at the Jasper School in Arkansas are struck down by a mysterious malady on Jan 31st that sends many of them to the hospital. Some of the paramedics and emergency workers who arrive at the school later become ill, with the primary symptom being an incapacitating headache, which takes several weeks to subside. Despite constant monitoring of the kids by health workers, no cause is ever announced.

A few days ago a medical person that I happened to have met last September called me and asked me if I knew what was going on Jasper Arkansas. He said that since one of the mentioned possible causes by the Harrison Newspaper was a UFO he thought that I would be interested since my company Beyond Boundaries researches recent UFO phenomena all over the world. His story was that a few days before his phone call to me, Feb. 7, 1997 some elementary school children were in P.E. on the schoolground at the Jasper elementary school when something flew over.

The weather was dry and sunny, no recent rain, nothing oozing up from the ground, no smell of anything in the air, etc. The children started suffering severe symptoms all at the same moment which included headaches that made them think their heads were going to burst to breathing difficulties. Later they broke out in an angry red rash and their skin became very dry and scaly. They went inside the gym where their teachers seeing them collapse on the floor - about 46 of them at the same time started to a phone to call the para medics. The teachers then collapsed.

In the meantime someone was able to summon the ambulances and the arriving EMTs started collapsing when they began trying to transport the children to medical clinics and the hospital in Harrison, Arkansas.

When they reached the clinics some of the attending medical personnel started collapsing with the same symptoms.

Some of these people actually had to be hospitalized in ICU.

Then two days later when the hospital laundry contractor employees were doing the hospital laundry at another location some of them collapsed with the same symptoms.

Since that day, according to my source, there have been helicopters bringing in military personnel, the CDC from Atlanta has arrived, and military air traffic has increased over the area.

This is an ecological corridor of National Parks surrounding the town.

He said his phone line was tapped, and he had been warned not to talk about this incident as had the town-people this part of the story is unconfirmed at this time.

And, the people of the town had been organizing meetings trying to take the matter into their own hands to get answers because none of the authorities were answering their questions or suggesting the possible cause of their children's illness.

According to one caller on the Art Bell Show the blood and urine of the children showed a strange foreign element present. My source said that these symptoms reminded him of radiation sickness with the only symptom missing hair loss.

The people of the town of Jasper, population 300 are very angry and perplexed that there has been virtually no attention from news media other than the small local papers. The school closed for at least a week and when it reopened many parents kept their children at home saying they would homeschool them rather than send them back into that unknown perilous situation at the school.

As a UFO investigator I know that this area of Arkansas and some of Missouri are very active areas now in multidimensional activity, UFO sightings and abductions.

Some of the children have reported that the object they saw overhead was a jet aircraft.

It looks like school is out. Children are riding bicycles; no teachers are at school. Only Superintendent Tommy Stokes and a maintenance man were on duty Tuesday morning. Classes were dismissed for a sceond day here Tuesday because of a mysterious illness that struck several fifth- and sixth-grade students last Friday. But Jasper school Superintendent Tommy Stokes said he sees "good news and bad news" in the situation. "We may never find the problem, but I believe it's safe to have school now." Stokes added that he is prepared to open school "whenever they give me a clean bill of health, even without the source being found." "A decision on holding classes Wednesday is pending on samples taken today by the Health Department and its recommendation," Stokes said. Dr. Sandra Nichols of the Arkansas Department of Health said "the community is in no current danger." But since the "current investigation is not complete," they agreed the school would remain closed Tuesday. She announced that the Department of Health continues to coordinate a state and local investigation of the event, during which thirty to forty children developed symptoms, including rashes and respiratory difficulties, along with headaches, stomach pain, and nausea. "First and foremost, all children who were affected Friday are continuing to improve," according to a press release from the Arkansas Department of Health. "The symptoms have continued to subside." "We're still in the investigative stage," Stokes added. "The Department of Health, OSHA [U.S. Occupational Safety and Health Administration], and the Arkansas Department of Pollution Control and Ecology will come back today and take more samples." Officials already have taken dirt, air, blood, clothing, and urine samples, and "came up with nothing," Stokes added. Also assisting in the investigation are the State Plant Board, the State Department of Parks and Tourism, Doctor James Justice of Jasper, Newton County Health Officer Doctor Nancy Haller, Doctor Barbara Elaine Ash, Doctor Roy Lee of Harrison, the staff at Children's Hospital, along with other Arkansas specialists. Jasper teachers worked on campus Monday, as an in-service day, but were not called back today because they have nothing to do, Stokes added. What I Found
Jasper is a very small town, population ~500. It is about 3 hours away from my home.
Basically, Jasperis a 1/2 sq. mile area with one road in and out, nestled in a valley in the Ozark Mountains.
I first went to the hospital in Harrison, the county seat. Rather than go to the Administration, I went to the hospital laundry on a Sunday, where the four ladies working were very happy to see someone interesting to talk to. They told me that yes, some children were brought in from the Jasper school by ambulance who may have been ill. They had been released the same day and their sheets had been sent to the laundry and no one ever got ill.

I then went to the Jasper school and walked around town, no one seemed to know anything about the incident. Across the street from the school I found a family sitting on their porch swing and it took me a while to engage them in conversation. Folks in this part of the country aren't exactly open to "furriners" who come from "away" asking questions.

They eventually told me that they knew about what had happened. A fairly well known family in town had a guy who was a black sheep. He had been running a methamphetamine lab and had put some of the precursor chemicals which includes ammonia into a dumpster at the school playground. The smell was very strong and the students had complained. The police had been called and yes some kids were sent to the hospital but nothing like the reports online had said about Medical people becoming ill. There was no lasting effect.

I only spent one day checking this out, and was actually passing through on other business, but it was instructive to find that some times the real story isn't available online, to say the least.
 
I actually attended that school and was present that day. I fortunately wasn't affected by the strange illness. But several of my classmates were. Pretty weird day indeed.
